What the official record says
INZ describes the 2021 Resident Visa as a one-off pathway created for eligible migrants affected by COVID-19 disruption. Applications opened on December 1, 2021 and closed on July 31, 2022. In an update published June 13, 2024, INZ reported receiving 106,349 applications covering 217,586 people. It reported 103,961 applications approved, covering 212,649 people. Those are dated programme totals, not a present-day queue estimate.

Subtracting approvals from applications does not produce a reliable “applications still pending” number. The public totals on that page do not split every non-approved application into pending, declined, withdrawn or otherwise closed outcomes. They also do not provide submission dates, complexity or verification status for an individual file.
INZ says decision time depends on the visa, the applicant’s circumstances and the information supplied. It may need more information or third-party verification. A programme-wide total therefore cannot be converted into a date for one application.
